I had to turn on the NFC feature in my phone settings. It was off by default. Fix: Settings > More > NFC (swipe switch to on) Note: it takes a minute to actually turn on. The NFC options will gray out until the feature loads and turns on. If NFC is turned on your phone will make a noise when the nfc feature detects a nfc tag. (Moto X 2nd gen)
