Yes, the type-I lockbar is the rarest and most valuable of all M1 Garand sights. Like others have stated, it was only used for about a 6 month period, mid to late 1942 (up to approx. serial number 1 million or a little over) and it was used on SA rifles only.

With the screw loose on be elevation pinion pull out ( away from the receiver ) and rotate until you are at the "1" mark. Tighten everything up.
